The formats of legal materials are prescribed by the legal community. The formats remain unchanged in the end reference section regardless of the system used (C-S or C-N or N-Y). Do not change the sequence of the date of publication for a legal material, if you are using N-Y system. An item published in Federal Register should be cited the same way as a standard journal article. Abbreviate the title of publication to Fed Regist.
